Adoption and Migration Plan

Phases

1. Inventory current workflows and classify repositories.
2. Pilot reusable CI on one Python, one Node, and one React repository.
3. Establish visibility for coverage and quality without immediately failing legacy debt.
4. Validate build-once multi-registry publishing and compare artifact versus registry-copy performance.
5. Roll out by language family.
6. Migrate deployment and Terraform repositories.
7. Enforce organization rulesets and required checks.
8. Remove obsolete duplicate workflows and scanners.

Each migration has a rollback path to the prior workflow until the new pipeline proves equivalent image output and environment deployment behavior.
